Unfortunetly no, Advanced Megaregions supported that feature but VarRegions only allow a single terrain textures setting (4 elevation-based textures) for the entire world. Is there any way to have separate ground texture settings in the regions of a 2x2 or larger VarRegion? When Donnybrook Beach was an Advanced Megaregion I had the southwest region set up with the sand texture, and the other three regions had the basic grass ground texture. Now they are all sand. It might be worth asking Shandon what Seanchai Library does. They have a very visible green flash that goes off every so often to remind people to move their avatar when listening to their storytelling. I don't have access to a headphone with a microphone. So I can hear voice chat, but not participate in it myself.
