We updated the system today and this bug has been fixed. You should be able to create new product groups now.

Thank you for this bug report. This problem is related to our recent database software upgrade (we upgraded from MySQL 5.7 to 8.0). We've fixed the bug, and the fix will be included in our next update.

I did some testing, and OpenSim doesn't enforce the 253-characters limit on custom HTTP headers. And as you've already seen, it doesn't actually forbid the headers that it claims are invalid: it shows an error when they're used, but it sends them anyway.
