Kitely supports worlds that have more than one region. Currently, such worlds can be run in one of two modes (selected by the world manager): Multi-region, or Advanced Megaregion. This will change on December 9, 2015: these worlds will be converted to VarRegions, and the option to run worlds in Multi-region or Advanced Megaregion mode will be removed.

It's a shame -- I do like the Advanced Megaregion mode and have enjoyed its benefits and flexibility over the past few years. But it is important for Kitely to remain compatible with vanilla OpenSim, so I understand why the changes have to be made.
There are workrounds for varying terrain textures and windlight settings on different regions.
For the terrain textures, use some of the mesh landscaping items available on Kitely Market -- most of these can be individually textured. Where a landscape has additional trees, rocks, plants, these can usually be moved or even removed completely.
To vary windlight settings, use Parcel Windlight. The Firestorm Wiki explains how to set Parcel Windlight.
