I have been in Second Life since 06-07 and have always wanted to create my own roleplay world. I have done a lot with my secondlife managing many different kinds of clubs, photography, modeling, have even gotten paid to fix up a newbies avatar and to design their garden for them. I have helped friends set up their own roleplay worlds but I have never been able to afford my own region to do so. The other day I stumbled upon Kitely. Now with my own free region I have the resources to make my own place but unfortunately lack the building skills. Looking for dedicated people who want to come help build it and work with me on actually running it as well. My plan is a city destroyed by world war three and cut off from the rest of the world. Every one there has no way out and little resources remain. It is pretty much an everyone for themselves kind of deal. As A side note I HATE combat systems and am all about paragraph rp but I am looking into have some sort of money system. I need people who have experience and are willing to spend time on this project. Would love to hear your ideas from kinds of characters allowed up to what the landscape should look like. I NEED A TEAM!

The Ruins one may be of especial interest to your vision. Many people get these and re-imagine them in all sorts of ways.

I know you are against using a HUD&Meter system, but perhaps you would look at the Myriad RP System. It has modules for questing, rumours, NPCs and more. What might make this fit for you is that you don't have to use the combat end of things. You simply wear the HUD without the Meter and people can still take part.
