Le Mog may be useful.
It says "Libres de Droits", which I take to mean you can use them as you wish.

cgtextures can be useful, but as I understand the terms, you couldn't distribute anything made with them in OpenSim.
However, you can use them in builds where you don't distribute and can't be copied, e.g. your own background scenery.

Also try OpenSim Creations, where they are mostly on Creative Commons licences.

I'm sure there are more, these are the ones that come first to mind.

To be honest though, nowadays I prefer making my own, assuming I can.

Alex's textures are very good and reasonably priced, especially the terrain ones.

I suspect I've spotted several market items that use them too -- but that is allowed in his terms and conditions.
