I have tried to use PRIM_NORMAL and PRIM_SPECULAR for llSetLinkPrimitiveParamsFast (and llSetPrimitiveParams, just for experiment).
All I got is "Error running rule #1: arg #0 - unsupported parameter"
My goal is to change textures by UUID by click on object, including normal and specular textures, plus sell that kind of products at Kitely Market, so it have to keep these options active after exporting/selling to another grid.
Closest mention on that issue I have found is about month old OpenSim meeting chat. If I can understand well, this features should not work yet at OpenSim worlds. Am I right?

AFAIK it hasn't been implemented yet and the error you're receiving indicates that that is likely indeed the case.
