NPC creation permissions seem to be in place but I cannot find documentation on what they are exactly. A resident of a region I am an estate manager of was getting a script error while trying to create an NPC. She had the tag for her land group on, she is in the "everyone" role. The error said she did not have permission to use that function. I used the same script to generate an NPC without problem. I'm an officer in the land group as well as an EM. A second person in the "everyone" role also threw the same script error. So it appears that creating NPCs is limited by either group role permissions or by sim owner/estate manager status, but I cannot find any documentation about this limitation. If someone could point me to the relevant reference I'd appreciate it.
