When hitting "ADD" on Variation in MP, the permissions change.

So I'm trying to upload clothing onto the MP. The first item (waist scarves) went well with 5 variations.
Now I'm working on a skirt. The first skirt uploaded correctly. All items are c/m except the vendor pic which is full perm. But as soon as I hit "add" to add another variation (color)... before I even select the item, it changes my permissions from c/m to c/transfer and I can't change them back to c/m. I started adding the skirts separately for each color, but I know I'll hear about that. Anyone know why the permission changes even before I tell it what product to upload?

What part changes from Copy Modify to Copy Transfer? The permissions in the Variation Details section or the permissions in the Variation Items table?
