A world is one island on the Kitely grid that island can be between 1 and 16 regions in size.
The prims limits are dfined per world not per region so, for example, a 4-region Standard World which supports 60,000 prims can have those prims used in any way you want across that world, they don't have to be evenly distributed between the 4 regions that make up that world.
