I remember the video but not the build. I'd say that Romenna on PMgrid runs it close: http://becunningandfulloftricks.com/201 ... cityscape/

This is a wonderful video. Educational and inspiring. I'm feverishly building all of the time, and now there is even more to learn and do. Oh dearie in a good way. :)
