- Use the menu item World > Region details (shortcut option-R).
- On the Estate tab, deselect Allow Direct Teleport, and click Apply.
- On the Region tab, click Manage Telehub...
- A new box opens, called "Telehub". It will say "No telehub connected. Select object and click Connect Telehub." The Build box opens at the same time, so you can create a new object or select an existing one. This object will become the reference point for the landing spot. So...
- Make a new plywood cube, call it "Telehub", make it phantom and transparent, raise it 1 m off the ground, and then click "Connect Telehub" in the Telehub box.
- Now make a new cube, a little distance away from the first, at the same height, and click Add Spawn on the Telehub box.
- To create another spawn point, move this same cube and click Add Spawn again.
- You can then delete the spawn cube (not the Telehub cube), and close the Telehub box.
- Test the new landing spot by teleporting to another world, then use the Kitely World page "Enter World" button to teleport back. You should land at the new landing spot.

Having more than one assigns incoming avatars to spawn points at random so they don't all arrive standing on one another's head.

I did follow the steps to make the Telehub and it work. But I can't prevent people from Direct TP once they are in the region.

I'm guessing that you are trying to enforce walking and want to prevent rapid movement mediated by teleports (via map, address or landmark) or camming (followed by sit or chat command). Bear in mind that flight mode often (normally?) persists between worlds.
I suspect you are looking for some kind of security device and there are doubtless experts who will give better advice than yours truly. However, approaches that come to mind would be monitoring the region with sensors that assess the distance moved between intervals and in the event of credible walking/running distance being exceeded either:
1. Force-teleport offending avatars,
2. Inflict 100% damage (if world is damage-enabled),
3. Dynamically add them temporarily to a parcel ban list.
The outcome of these actions varies and clearly they would not prevent very short distance teleports. I'm assuming avatars would be notified that these measures are in effect and would get a reminder if they transgressed.
Perhaps you would also want a whitelist facility in the event that builders were allowed to move more rapidly.
