Having been part of "that other grid" for some time now, I hold the opinion that it is a good idea to regularly restart regions. I tried to do that today for Poesy and Freda's Retreat. I received a message saying region restart is disabled for my regions. Is this because they are metered worlds and get restarted every time someone comes in? As I type this question, I am thinking, "well, duh," but better to ask than assume I know a darned thing about how this works.

You're right. The region is shut down when no one is in it and is restarted as soon as someone clicks the "Enter World" or "Teleport" button.
