Allow others to terraform?

How do I allow others to terraform? We have a group and set ownership, but she still can't use the tools.

I suggest you make her an Estate Manager.

Yes, make her an EM, but sometimes they may also need to activate admin status also. [assuming this still works, it may have changed recently]. Admin in FS is ctrl alt g

I did a friend some work not to long ago and it worked out fine. Keep in mind that with EM status they obtain quite a bit of authorities, so choose wisely or watch closely and remove them when the job is done.

My Estate Manager can terraform, but not build. Is that normal?

You need to ensure you have building privileges set properly for your Estate Manager in that parcel. Create a group, set the land to the group, enable group members to build in that land and invite the Estate Manager to the group.
