Allow Residents to Set Home?

Allow Residents to Set Home?
Hi... Newb to Kitely. Just opened a sim... is there a specific setting I need to have checked in the Region to allow other avatars to set home? (Or will I need to start a group and set it to group?) Thanks bunches!

I usually make a group for the region so that people in the group can set it as home.
