I keep getting a flurry of spikes rather than the terrain I uploaded. Is there something special I need to do with varraregions?

Hi At0m0,
Are you uploading a RAW file? If so please note it needs to be equal to the size of your world not a 256x256 one. Also please make sure the values are stored using the correct number of bytes per value.

I even downloaded an existing raw map.

I am doing it from the estate utility, is this the correct way?

Please see
https://myosgrid.wordpress.com/2013/02/ ... r-opensim/ and set the image size to be equal to your world size (1 meter = 1 pixel).

You can upload RAW files as you would in Second Life, just make sure that the format is created correctly and that the bitmap's resolution matches the world size.
