Manipulating Group Owned Objects

We created a group specifically so that multiple people can create and edit each other's objects when they are set to group-owned
Region: Neaburn City
Group: Seanchai Co-op
In the group permissions we set the Object Managment flag to 'Manipulate (move, copy, modify) group-owned objects.
For good measure I also set the parcel to the group.
Group members can now create and build, and assign objects to the group, but we still can not Manipulate other users objects, even though they are assigned to the group, and we are wearing the active group tag.
What am I missing?
