Does allowing more prims in region hurt performance even if they aren't used?
If there are two regions, and one has a 15,000 prim limit, and another has a 45,000 prim limit, does the system "reserve" memory for the prims even if they aren't used?
Would the region with a 15K limit perform better than the 45k limit even if both have the same number of used prims?

The prim quota itself won't change your world's performance, what matters is what is actually used. Even if the server used a very inefficient data structure the addition of 30,000 unused prims would still only increase RAM usage by a few megabytes.

Opensim doesn't even support multi-core, no matter how many more prims you add it's still stuck at one core...

When I look at my task manager it just shows the processes running in total, it doesn't show which are running on each core (at least that I can see). Is there away to find this out? I'm running Windows 10.

Not that I'm aware of. You can display activity on each of the logical processors (on my laptop I have two cores and each has two logical processors) by switching to the Performance tab, rightclicking the charts and choosing Change graph to: Logical processors. Quite how useful that is is another matter...

Here's this little gadget that shows all CPU, Core, and HT usage..

I have dual Hex-core processors, all running Hyperthread, so I see 24 'cores' in the above gadget.
When running Kitely and flying about or whatever, I see, for example, two 'cores' doing all the primary work.
In this case it is Core1 & Core7, so I'm assuming Core1 is real, and Core7 is just HT
If I run SL concurrently is a separate window then two different 'cores' get all busy!
In this case it is Core3 & Core8
Again I assume it is a actual core and an HT instance.
I have no real interpretation of what's going on, and this is all anecdotal of course.... just observations I thought I'd offer in case of any value to anyone.
