I'm trying to name estate managers, but when I click on "Add" under the list, I get a user select dialog, which says "Searching..." forever. Never finds the user, never fails to find the user.

There may be a better way. I took one of two approaches and both worked. The first approach was to have the avatar near me, and select that in the option. The second approach was to be sure I already had set the person up as a friend, then selected them using the Friend as an option. In both cases, the Estate Manager was a member of the Group.
