Yes, you can go to the My Worlds page and press the New World button to create your own world(s). Select the Premium World option as the world type if you want to take advantage of the 5 free regions the Premium Account entitles you in Premium Worlds. Market Webpage is still reduced but first you should visit many worlds cause most of them allow items copy and if you reach for their owners you will be surprised on what they are willing to offer you

I find it easiest to shop on the Kitely Market, to be honest. There are some good inworld shops, too, but it's quicker to find and buy specific things via the Market website.
